Information of Registered Contaminated Land based on the Soil Contamination Countermeasure Act.  The Soil Contamination Countermeasure Act came into effect in May 2002 and is governed by the Soil Environment Management Division of the Environmental Management Bureau of the MOE.  It includes the investigation of soil contamination status, the designation and notice of designated areas and the management of health risk.  Japan sets out two soil standards – Concentration and Leachate Standards for each hazardous substance. The Concentration Standard is based on the perspective for human’s direct ingestion of contaminated soil; and the Leachate Standard is based on the perspective for human’s ingestion of groundwater contaminated by hazardous substances from contaminated soil

Groundwater monitoring results

Groundwater Monitoring Results from monitoring wells around the target property by local agencies.  The Ministry of the Environment (MOE) announced the results of groundwater quality monitoring conducted by the national and local governments in FY 2004 pursuant to the Water Pollution Control Law. The Law provides that the governor of a prefecture shall monitor the quality of groundwater in accordance with the groundwater quality monitoring program prepared annually by each prefecture. Over 11,000 wells and over 1,800 municipalities had wells surveyed and monitored.

Review of the pollutant release and transfer register (PRTR)

The PRTR is a system that (i) requires businesses handling chemical substances potentially hazardous to the environment to estimate the amounts of chemical substances released and transferred in waste, and to report the data to their local governments, and that (ii) the national government then compiles data submitted and makes the results public.
